The Draughts-100 Composition Solving World Championship (WC) 2011 will take place in Moscow, Russia, from November 17 thru 20. November 17 – Arrival day, November 18-19 – World Championship, 4 rounds. November 20 – Departure day.

Act and Regulations
of the Draughts-100 Composition Solving WC 2011
1. General guidelines:
1.1. Draughts-100 Composition Solving WC 2011 is organized by CPI FMJD:
Commision du Problemisme International Federation Mondiale du Jeu de
Dames, November 17-20 in Moscow, Russia.
1.2. Opening Ceremony and 1st World Championship Round start on November
18, 2011, 10:00 AM. An exact location of event, full program and schedule
will be distributed timely to all WC participants.
1.3. Maximum number of WC participants – 20 (twenty).
Invited to participate in WC:
1.3.1. Personal reservation by WC organisers.
• F. Teer (Netherland) – Winner of the FMJD President Cup (real time
solving Draughts-100 Compositions, 2003);
• A. Nikolaev (Russia) – World Champion 1993 by real time solving
Draughts-64 Compositions;
• V. Shulga (Belarus) – World Champion 1994 by real time solving
Draughts-64 Compositions;
• A. Moiseyev (USA) – Grandmaster International of the Problemism
(GMIP)
• M. Tsvetov (Israel) – Master International of the Problemism (MIP)
• V. Studencov (Lithuania) – 25 times Winner of the Lithianian National
Championships by real time solving Draughts Compositions;
All expenses including transportation, accomodation and food for WC participants listed in 1.3.1 of this Act and Regulations, will be paid in full by organizers.
All WC participants listed in 1.3.1 of this Act and Regulations have to confirm their participation in the World Championship by email or regular mail to the World Championship Director - Vladimir Matus.
Deadline for confirmation – September 1, 2011. Confirmations by phone will not be accepted and recognized. Final list of participants from 1.3.1 will be released no late than September 7, 2011. and published on the major Draughts websites.
1.3.2. Reservation by National Federations Claims.
These Claims shall be submitted by National Composition organisations and committees which are reporting to their National Draughts Federations. One World Championship participant can be offically deligated from Netherland, France, Russia, Belarus, Lithuania, Ukraine.
Claim shall be submitted to the World Championship Director Vladimir Matus by email or regular mail.
Claim for sportsman who will represent their country in the World Championship, should include first and last name, regular mail and email addresses, phone number.
All expenses including transportation, accomodation and food for the WC participants covered in 1.3.2 of this Act and Regulations, will be paid in full by organizers.
Deadline for confirmation – September 1, 2011. Confirmations by phone will not be accepted and recognized. If any National organisation or composition comission fail to submit timely claim and miss deadline, extra place will be given to Russia – host country whcih organize event.
Final list of participants from 1.3.2 will be released no late than September 7, 2011 and published on the major Draughts websites.
1.3.3. Independent Claims - up to 8 reservations not covered by organizers.
All expenses for sportsmans in this group will be covered on their own or by organisations / sponsors which delegate them to the World Championship. These sportsmans should directly submit claim to the World Championship Director Vladimir Matus by email or regular mail.
This claim should include sportsman first and last name, composition or cross board title, major accomplishments in composition and/or real tournaments, regular mail and email addresses, phone number.
Deadline for confirmation – September 15, 2011. Claims are accepted starting the date of publication this Act and Regulations. If there will be more than 8 participants submitted independent claim, CPI FMJD will be in charge of making a final decision who is elligible to participate in the World Championship
Final list of participants from 1.3.3 will be released no late than September 25, 2011 and published on the major Draughts websites.
1.3.4. If any WC participant listed in 1.3.1 of this Act and Regulations fail to confirm timely his/her participation or decline invitation, CPI FMJD has rights to extend list of sportsmans who is elligible to participate in the World Championship under conditions covered in 1.3.1.
In this case replacemnt will be done via the list of participants covered in 1.3.3 of this Act and Regulations.
1.4. World Championship financial aspects and information.
No entry fee.
World Championship prize fund: $1,800 USD which breakdown as following:
• 1st place - $ 1,000.00 USD
• 2nd place - $ 500.00 USD
• 3rd place - $ 300.00 USD
In addition, 3 top finishers of the World Championship will be awarded by medals and diplomas.
1.5. Main Referee is primarily responsible to select compositions (tasks) for all 4 rounds of the World Championship and present them to participants in each round. After each round Main Referee and members of Judication Committee evaluate and score by points solutions submitted by participants.
1.6. Appeal Committee consists of three members: V. Matus (chairman), I. Ivatsko, A. Kaciuska. Main Referee of the World Championship has rights to participate in all meetings and sessions of Appeal Committee.
1.7. This Act and Regulations can be change and/or updated before beginning of the World Championship only on high occasion. It cannot be change or updated during the course of the World Championship.
1.8. Participation in the World Championship automatically in default means full acceptance of this Act and Regulations document and all it‘s terms.
2. World Championship schedule, rules and requirements.
2.1. World Championship proceeds in 2 days and consists of 4 rounds:
2.1.1. First day, Round I, 2 hours – 18 miniatures.
2.1.2. First day, Round 2, 2 hours – 12 problems
2.1.3. Second day, Round 3, 2 hours – 6 endings / etudes.
2.1.4. Second day, Round 4, 2 hours – 12 problems.
2.2. Main goal and target of solution: find an author’s solution of composition along with legacy prove, supplementary play, full or partial alternative solution (if applicable), no solutions or any other defects in composition. All findings must be covered by the World Championship participants.
2.3. Solution evaluation.
2.3.1. Full solution of composition (finding an author solution) can be scored
by judges of the World Championship by up to 5 points.
2.3.1.1. Judge has to place the total solution evaluation number near (across) diagram.
2.3.1.2. Judge has to specify how many points he is giving for:
• Combinations and ending compositional variations in Problems Tasks.
• Each individual compositional variation in multi-variation Problems.
• Finding compositional variations in Endings (Etudes) Tasks.
2.3.2. Extra evaluation and/or penalty points given for correct or incorrect “alternative solution” (AS) or “no solution” (NS).
2.3.2.1. The amount of extra evaluation points given for each correct written AS or NS of author main variation is equal to amount of evaluation points given for finding correct solution of author main variation.
2.3.2.2. The amount of penalty points given for each written incorrect AS or NS of author main variation is equal to amount of evaluation points given for finding correct solution of author main variation.
2.3.2.3. The amount of extra evaluation points given for each written correct AS or NS in one specific compositional variation is equal to amount of evaluation points given for correct author solution of this specific variation.
2.3.2.4. The amount of penalty points for each written incorrect AS or NS in one specific compositional variation is equal to amount of evaluation points given for correct author solution of this specific variation.
2.3.2.5. No extra evaluation or penalty points are given for AS or NS which are incomplete and not fully specified and covered in written solution.
2.3.3. The total amount of evaluation points cannot be negative and minimum amount of points given to each World Championship participant for solution of one specific task (problem/ending) is equal to 0 (zero). In other words, if total evaluation number dropped below zero points, participant shall get zero points.
2.4. During solutions World Championship participants are allowed to use board to set position and move pieces.
2.5. Composition Solution must be written by the World Championship participants with using full or short notation and indication of move numbers.
2.6. World Championship participants can submit a formal protest for specific round to Appeal Commission within 30 minutes after official announcement results of this round.
2.7. Appeal Committee shall review and discuss protest during 30 minutes and make a final decision.
2.8. Final places and standings in the World Championship are determined based on the total sum of evaluation points which participants receive in all rounds and for all individual specific problem / ending tasks.
In case of tiebreak - even total sum for two or more World Championship participants, the following additional criteria’s will be used:
2.8.1. More total evaluation points in the 4th WC round.
2.8.2. More total evaluation points in the 3rd WC round.
2.8.3. More total evaluation points in the 2nd WC round.
2.8.4. More total evaluation points in the 4th WC round given for tasks scored
by 5 points.
2.8.5. More total evaluation points in the 3rd WC round given for tasks scored
by 5 points.
2.8.6. More total evaluation points in the 2nd WC round given for tasks scored
by 5 points.
