Dear members of the FMJD,
On February 15 you have received a letter of the President with the concept for new FMJD statutes to be discussed and decided about in our Extraordinary General assembly which will be held during the World Mind Sports Games in Lille, France on August 19,2012.
The article in the current FMJD statutes about accepting changes in the statutes or about accepting new statutes states the following:
4.1 Modification of Statutes
The statutes can only be modified by a proposition of the Executive Board or one third of the General Assembly. These modifications have to be submitted before the Board at least two months before the General Assembly. For the modification of the statutes an Extraordinary General Assembly has to be called, together with at least one third of the member federations (see 1.8 of the Statutes).
This means that all proposals for new statutes and alternative proposals from the federations need to be submitted to the FMJD ultimately on June 19,2012.
In the Extraordinary General Assembly there is the possibility for discussion of the proposals and discussion about the alternatives proposed by the member federations, but only about those proposals sent to the FMJD before June 19, 2012.
In the Extraordinary General Assembly it is not possible to propose amendments to the proposals. Only discussion and voting is possible.
This means that if you want to propose amendments to the statutes as proposed by the Executive Board you have to do so before June 19, 2012.
The Executive Board will send all proposals received from the members before June 19, 2012 to all members; but proposals sent after that date will be ignored !!
Proposals must be in the form of texts for articles in the statutes with, if necessary, an explanation why you make the proposal.
You cannot send proposals with only general remarks. You have to send your proposal accompanied by clear texts for the articles in the statutes that you propose to change.
In the letter of February 15 the president asked you to come forward with your ideas and proposals for changes before April 15.
That is why the Executive Board invites you to send your proposals as soon as possible so that the FMJD may already distribute your proposals and a discussion is possible between the federations before the proposals are final.
May be this will lead to improved proposals or alternatives proposed by other FMJD members.

Le 15 février vous avez reçu une lettre du Président avec le concept pour les nouveaux statuts FMJD pour être discuté et décidé de dans notre Assemblée Générale Extraordinaire qui se tiendra le 19 août 2012 pendant les Jeux Mondiaux des Sports d’Esprits à Lille, France.

L'article dans les statuts actuels FMJD au sujet des changements dans les statuts ou sur l'acceptation des nouveaux statuts stipule ce qui suit:
4.1 Modification des statuts
Les statuts peuvent être modifiés que sur une proposition du Comité Directeur ou un tiers de l'Assemblée Générale. Ces modifications doivent être soumises avant le Comité Directeur au moins deux mois avant l'Assemblée Générale. Pour la modification des statuts une Assemblée Générale Extraordinaire doit être appelée, avec au moins un tiers des fédérations membres (voir 1.8 des statuts).

Cela signifie que toutes les propositions pour les nouveaux statuts et des propositions alternatives des fédérations doivent être soumises à la FMJD en fin de compte le 19 juin 2012.
Dans l'Assemblée Générale Extraordinaire, il y a la possibilité pour la discussion des propositions et des discussions sur les alternatives proposées par les fédérations membres, mais seulement au sujet de ces propositions envoyées à la FMJD avant le 19 juin 2012.

Vous ne pouvez pas envoyer des propositions avec seulement des remarques générales. Vous devez envoyer votre proposition accompagnée par des textes clairs pour les articles dans les statuts que vous proposez de changer.

Dans la lettre du 15 Février le président vous a demandé de venir avec vos idées et propositions de modifications avant le 15 Avril.
C'est pourquoi le Comité Directeur vous invite à envoyer vos propositions dès que possible afin que la FMJD puisse déjà distribuer vos propositions et une discussion soit possible entre les fédérations avant que les propositions sont définitives.
Peut-être cela conduira à des propositions améliorées ou alternatives proposées par d'autres membres de la FMJD.

Уважаемые члены ФМЖД,

15 февраля вы получили письмо президента с концепцией нового ФМЖД уставы, которые будут обсуждаться и решиться о нашей Внеочередного Oбщего Cобрания, которое состоится во время Второй Mировой Интеллектуальных Игр в Лилль, Франция августа 19, 2012.

В статье в текущем ФМЖД уставы о принятии изменений в Устав или о принятии нового устава гласит следующее:
4,1 Модификация Устав
Устав может быть изменен только по предложению Исполнительного Cовета или 1/3 Генеральной Ассамблеи. Эти изменения должны быть представлены на рассмотрение Совета по крайней мере за два месяца до Генеральной Ассамблеи. Для изменения устава Чрезвычайная сессия Генеральной Ассамблеи должен быть назван вместе с не менее одной трети государств-членов федерации (см. п. 1.8 Устава).

Это означает, что все предложения по новым уставам и альтернативные предложения от федераций должны быть представлены в ФМЖД в конечном счете июня 19, 2012.
В Чрезвычайная сессия Генеральной Ассамблеи есть возможность для обсуждения предложений и обсуждения альтернатив предложенных членом федерации, а только о тех предложениях направленных в ФМЖД до 19 июня 2012 года. В Чрезвычайная сессия Генеральной Ассамблеи не представляется возможным предлагать поправки к предложениям. Только обсуждение и голосование возможно.

Вы не можете отправить предложения только с общих замечаний. Вы должны отправить ваше предложение сопровожданныe ясным текстов для статей в уставе, что вы предлагаете изменить.

В письме от 15 февраля президент попросил вас выступить со своими идеями и предложениями о внесении изменений до 15 апреля.
Поэтому Исполнительный Cовет приглашает Вас направить свои предложения как можно скорее, так что, возможно, уже ФМЖД распространять свои предложения и обсуждения возможных между федерациями, до предложения являются окончательными.
Может быть, это приведет к улучшению предложения или альтернатив, предложенных другими членами ФМЖД.
